She would't want McDuffie completing with Zachary Parker and a whole lot of other Council Members would have had to make similar false promises. The obvious answer is most likely correct. McDuffie doesn't have a job, the At-Large seat is his best opportunity, and the Green Team financial backers are desperate to unseat Silverman and have probably promised him a mint (which he will need since he can't use [b]pubic financing[/b]).
