Oh he knew he wasn't eligible. He was counting on his friends on the Council to tinker with the law or vote in an emergency loophole so he could run. They didn't.

There is no way that Silverman would have made any promises to McDuffie. She would't want McDuffie completing with Zachary Parker and a whole lot of other Council Members would have had to make similar false promises. The obvious answer is most likely correct. McDuffie doesn't have a job, the At-Large seat is his best opportunity, and the Green Team financial backers are desperate to unseat Silverman and have probably promised him a mint (which he will need since he can't use [b]pubic financing[/b]).
