There is no way that Silverman would have made any promises to McDuffie. She would't want McDuffie completing with Zachary Parker and a whole lot of other Council Members would have had to make similar false promises. The obvious answer is most likely correct. McDuffie doesn't have a job, the At-Large seat is his best opportunity, and the Green Team financial backers are desperate to unseat Silverman and have probably promised him a mint (which he will need since he can't use pubic financing).
"Public financing" makes me nostalgic for the Barry years.
