If it is something that happened recently, like in the last year, there are more people to interview and that memories are more fresh. A case that is reported that is 20 some years old will have fewer people to interview and less possibility for direct evidence to be looked for. If the PP is correct, the Police searched the Teachers house and looked for evidence. They interviewed the people in question. What they found didn't warrant charges. This isn't exactly unusual when it comes to this type of accusation that is 19 years old. I am not saying that it did or did not happen but the likelihood of evidence existing to press charges is probably pretty slim. [/quote]
