I found some slides about the proposed model. The main objective is equity and more money is sent where it’s needed. Funds are allocated per pupil, but factors such as ELL or at risk act as multipliers. Money is not allocated anymore to cover existing teaching staff. It’s up to principals to distribute their funds. That is my understanding. https://dcpsbudget.com/wp-content/uploads/2021/08/Exploring-a-New-Budget-Model-Town-Hall_8.12.21.pdf
What a total disaster. No dedicated money to cover teaching staff. You have got to be kidding. The corruption, pork, and mismanagement of money is just astounding. This, at a time when there has been huge learning losses that will take years and years to recover, if at all due to extended closing of schools in DC. And instead of providing adequate resources to all schools, they are trying to shift even more resources from some schools to others. The net effect will be those who have options will go private, charters, or move out of DC. This means even less federal funding and money for the schools.
