If you work in downtown DC within easy reach of Union Station, I'd consider living in Chadds Ford, PA, for the schools. 30 minutes to Newark for your husband. Another possibility is Bel Air, MD. Schools are fine, especially around Forest Hill. Bel Air to Newark is under a hour as you'll avoid the Baltimore traffic, and you can catch a Marc commuter train from either Aberdeen or Edgewood to DC.

Were you thinking of Ellicott City because of a large Asian/South Asian population? It had occurred to me. You won't find that in Bel Air (there are a few but nothing like Ellicott City). [/quote]
