There is!  But marginalized communities often don't speak up.  They often feel it won't do any good, or they are afraid to for other reasons (like immigration status concerns).    Politicians don't hear them, so they don't care about them.   Even if they pretend that they do.

Most of the murders are not being committed by people worried about their immigration status.   Quite the contrary.
