Maybe the kid is good enough to play D1 and maybe at a top school, but the top school isn't providing a full ride or enough of a subsidy. And on the flip side maybe the smaller school is offering a full ride. Or maybe the kid just barely is able to play D1, then this is their best shot at having college subsidized.
