If that were the case, the CDC decision in May would have resulted in much higher vaccination rates nationwide. Instead, we had people going around in public unvaxxed and unmasked, leading to where we are now. The only way it might work would be to tie loosening of mask requirements to reaching a certain vaccination rate in the community. But the “honor” system failed.[/quote]
