When you're looking for a candidate for high-profile positions like this, you often don't want the top candidates because their name will over shine the position. Also, the more notable a candidate is, the more possible enemies they may have or skeletons they may have that you'll have to deal with if/when they come to light. Likewise, no one wants a candidate from the bottom of the barrel unless you're trying to hire a fall guy or gal. You know the job is going to be a shi!t show, so you get a terrible candidate in there to take the brunt of it and then bring an ace in to play clean up a few months later. Middle of the road candidates are picked because they have the skills, the likability, they have just enough notoriety but no skeletons... and if something does go terribly wrong, you can always go with the "ah, they were just too green!" excuse while moving along to the next candidate.
