I have close friends in immigration legal services and policy advocacy in orgs serving these kids. This is exactly what happens. Most kids come with contact info for the relative whose name they provide to the ORR-funded staff at the shelter where they are held. The US based contacts are expecting the call from the shelter staff. They have documentation proving they are the right person and confirming familial contact.

Sometimes kids are sent back properly (when no US based sponsor can be identified and foster care is the only option).

DP.  So in other words, they make contact with a relative who is already here illegally, and then the child is free to go live - illegally - with the relative.  Got it.[/quote]
