The issue is that many of them are not kids.  There is no id required for "children" so 20 can easily become 16.  Sixteen lets you stay in the US and gives you access to school and all of its support services. I am very pre-immigration but not in a whoever can get over the border first way.[/quote]

You might be surprised to hear that doctors are employed to determine age if it can’t be confirmed with legit documentation.

18 year olds are housed in jail like settings. A 17 year old who has spent weeks in the youth shelter is quickly transferred to the adult setting when he turns 18.
