ECNL teams are permitted to play in state cups. ECNL clubs who are not scared of the competition enter their teams in the state cup. ECNL teams which want to pretend they are elite teams but know that if they actually played they would lose to non-ECNL teams - those ECNL teams don't play in the state cup.[/quote]
