Not at all. Unless the boss (in this case the principal) is complicit in the situation, the only question is how he or she handles the situation when someone else breaks the law. The case here is trying to determine if he was involved or negligent when he found out. Under your premise, the boss would lose the job every time a worker steals something, or shows up drunk, or uses insider information for personal gain. 
My guess is that you knew that already, never sent your kids to public school, and relish the opportunity to go after someone involved with the school system. Do you do the same thing at church? [/quote]

Nope- actually I have a child in a different self-contained classroom in FCPS and am appalled that any principal who himself failed to report abuse is not fired for misconduct.
