She may have very well been interested but this is NOT a normal time. I don’t blame someone for thinking they were ready even a month ago and reconsidering today. People are losing jobs, the economy is in shambles, rates are all over the place. Like she told you, she just can’t commit right now. It’s up to you how you want to proceed, but don’t trash her.
