It sounds like the mom might be overwhelmed (and also likely doesn’t have the skills to manage the behavior, for whatever reason and I’m sure there is one), could you try to get to know the mom a little? I know she’s very frustrating, but most of the time in these situations it’s not just a terrible person trying to be terrible but someone over their capacity or without the skills they need. Maybe you’d be able to troubleshoot with her somewhere with a fence the kids could go run around if you approach her with empathy telling her you know how tough it is with two little ones on your own, maybe asking a little about their life. Before others say it, op I know this isn’t your responsibility, but it’s also what is most likely to work. Being angry, yelling at the kids, etc is unlikely to lead to the result you want (not that you were proposing this at all but a lot of posters are). Not to be all kumbayah because I doubt this situation will ever be like that but a little genuine empathy, interest in others and collaboration is probably most likely to get you at least closer to the results you want.
