Even if all five of the governments were on-board, it would likely take 2-3 decades to get to the point of breaking ground on the project.  It's unlikely to be available anytime in most of the working lives of everyone on this board.  Maybe when our children are working in this area, but it will not be in time to bring relief to anyone currently working in the area.[/quote]
