At our pool, the kids with the fastest times (usually on a personal-best-for-that-season basis) go to A meets. There is a ladder and it’s a transparent process more or less. My kids swim NVSL and it’s true that if you swim a stroke at an A meet you can’t swim that stroke at the following B meet.
This is not an NVSL rule; it is a policy of your pool. Ours says if you place (1-3) in an A meet you can't swim that event at the next B meet. OP, ask if you want to know. I can't imagine a swim team would not place people according to their best times, and I'm guessing there is information to which you are not privy.
Oh I didn’t realize that was a rule for my pool and not NVSL - thx!
Yes, different pools have different rules. Of the pools in our immediate area, one says kids who swam the A meet at all cannot swim that same stroke in the B meet, one says only the kids who placed in the top 3 in the A meets can't swim B and others say all the kids who are ranked among the top 5 in a stroke regardless of whether they swam in the previous meet cannot swim the B meet. This last one is the strictest rule I know. It's a very big pool.
