The 8 year olds are not driving nor are they getting chauffeured by anyone but adults or older teens who have phones. Teens are away from their parents for hours on end and go where they please. Some drive. They get rides with older friends. They use uber. Or the metro. Eight year olds are not teens. Eight year olds don't NEED phones. [/quote]
