And then we need to re-vamp our entire immigration system.  Immigration should be based on either merit or asylum, period.  Not quotas.  Not lottery.  If you offer something we need, or you desperately need us, and you can prove you are not a terrorist or an extremist of any kind, you can immigrate.  [/quote]
