I was born abroad and we don’t write the address of the hospital. We write where mother lived when i was born. Even for my us passport i gave them what was written on my birthday certificate and it wasn’t the city of the hospital. So it can be confusing. The city now joined the county and now im really lost but i just go my birth certificate.
I was born abroad too & recently got a copy of my BC from the State dept. The new ones actually list where your parents were born (info that’s not on the old original) & they completely fabricated my mom’s data — as in wrong continent - and misspelled her name to boot. They don’t seem to be big on details at State dept these days.. I’d definitely not worry about ffx county vs falls church!
