I'm a MS teacher. PP indicating it is at teacher's discretion is correct, at least in FCPS. I always look at quarter-end grades, and for kids who are this close, I consider (at least my perception of) their overall engagement with the course material -- if they (again, from my perception -- I know I can't possibly know the "truth" about each kid) seemed to be giving it their best, I would bump them up.  I'd be less likely to bump if kids were missing more than one assignment. [/quote]
