Why does age matter? He is doing a JOB. I would pay based on minimum wage and minimum 30 min increments. For safety sake I would have him move some stuff around, take trash cans back and forth, turn porch light on off, set up sprinkler and move around, etc. Think of it as insurance. Also politely ask him not mention to his friends what he is doing. He may innocently tell a friend, who innocently tells an not so innocent older sibling about a vacant house.
Age matters because those under 18 do not pay income taxes, and because other rules apply to younger employees. In Maryland, those under age 20 need only be paid 85% of minimum wage. I think this is perfectly just. Higher wages should be reserved for adults, who are required to pay taxes, and who also have more financial responsibilities.
So when you move to Florida and take the exact same job, you are ok with making less because you don't have to pay state income tax.
