MIAA and Hoco figured out a fair way to prioritize competitive balance. DMV could too. Let ADs/coaches pick division that's right for their school a year in advance (day after season ends). If there are borderline calls, let other ADs vote. There is no shame losing 23-0 every week, but there's no joy winning 23-0 either. When scores are repeatedly that lopsided it means something isn't right. Adults in charge should use their heads to make the game better for everyone.[/quote]
