[b]It was cause by electrical power line not being protected against high wind hazards. [/b]That regulation is claimed to be too expensive by the power companies. The housing stock is still mostly build of timber, single family track. Regulation forcing people to retrofit during renovations to more fire resistant buildings have been killed because it would cost too much. Cleaning vegetation away from houses is seen as an invasion of private property rights. You know government regulations. The state insurance companies were not allow new zoning based on projected fire hazard- ie climate change. Your area would have to have a fire before rates could be changed and more expensive fire proofs required. Again cost regulations. This was caused by the resistants to regulations and the low property taxes driven by republicans in the state. When ranking property tax from lowest to highest California comes in 19th. Virginia is 24th. Texas is 46th(oh they get you in Texas) . The water tank situation would happen anywhere tanks are used. The demand for water was too high and pressure could not be maintained to fill the tanks back up. That was after 3 days of fighting the fire. How many fires in a suburb area burn for three days? They could have built another salt water fire system but it would be too expensive. It would have to be maintained and pressurized from ground level.
