You are right. It was cause by electrical power line not being protected against high wind hazards. That regulation is claimed to be too expensive by the power companies.
The housing stock is still mostly build of timber, single family track. Regulation forcing people to retrofit during renovations to more fire resistant buildings have been killed because it would cost too much. Cleaning vegetation away from houses is seen as an invasion of private property rights. You know government regulations.

The water tank situation would happen anywhere tanks are used. The demand for water was too high and pressure could not be maintained to fill the tanks back up. That was after 3 days of fighting the fire. How many fires in a suburb area burn for three days? They could have built another salt water fire system but it would be too expensive. It would have to be maintained and pressurized from ground level.
