systemic and root cause problems are by their very nature different from rescue situations. sort of how by law emergency rooms have to take you even if you can't pay - but primary care docs don't. not saying we shouldn't, as a society, prioritize root cause, systemic issues much more than we do - but i don't think you can really compare the two. and it's not like the government was staring at one giant pile of money, while one bean counter decided if they'd give it to the coast guard for this or hand it out to homeless people.[/quote]
