[/quote] Yes there is always language that is unrelated which is why folks have been shouting for a decade about the need for clean bills focused on only one specific issue. If the thing can’t stand in its own and hold up against debate and voting it shouldn’t be there. These are the type of policies that voters should be hammering their Reps and Senators on. Also, things like confessional pay freezes when there is a furlough. They shouldn’t be able to upend everyone else financial lives because they haven’t done their jobs and meanwhile still get paid.
