My understanding of “no threat to the public” is that it means that the victim was targeted specifically. It wasn’t a random crime or even a crime of opportunity. So even if they haven’t caught the suspect yet, the general public isn’t believed to be at risk. Unlike something like the DC sniper which was random attacks and the public was at risk. [/quote]

DP They can't both think this (that the public isn't threatened) and have a hotline for tips. A hotline suggests they have no suspect in mind. So why wouldn't the public be at risk if there is someone running around kidnapping elderly while they sleep?[/quote]
