Oregon, Arizona, UMichigan in state, Indiana, UT Knoxville, Rutgers, Penn State, UConn, UMass
PSU UP does not accept nearly every applicant. They have like 100K applications, and accept maybe 55% to 60% of applicants.
My son is heading to Penn State. So, I am not a Penn State hater by any means but it is surprisingly easy to get in if you are OOS and you apply to certain colleges (Education and Agriculture).
But that could be said of a lot of flagships, including UMD. If you apply to CS/eng, you need high stats, in and out of state. If you apply to Ag Science, you don't need high stats especially if you come from a lower performing area.
