They do for those that they admit the problem is there is not enough space for everyone who is qualified so they don't, and can never, meet the expectations of everyone who wants that opportunity. By the way they have always practiced some version of holistic admissions, they have a long history of admitting the Student Body Presidents, athletes, artists, writers etc it is just with @27,000 high schools in US alone and only @2000 spots each year even if they only admitted the valedictorians from each they'd still reject more than 90%.
