Canada strongly recommends it for vulnerable groups (not only age based), and makes it available to everyone, suggesting an annual booster is enough for average risk individuals. Availability is by province. Canada technicaly recommends it just for the vulnerable groups. Availability for those outside of the vulnerable groups varies, as I said, by province.
