President Bukele was elected and immediately said he was imprisoning gang members. He built a mega prison. The homicide rate dropped from 106 to 1.9. Bukele’s popularity rate is above 80%. The people are thrilled they are now safe.

So USAID pulled back funds and said in 2021 The earmarked funds will now go to "promoting transparency, combating corruption and monitoring human rights
