[/quote] Social factors get looked at, when academic factors are weak. Something is needed on paper to justify selection of students that are academically lacking, and social factors provide the grounds. Even with social factors, at whole class level it gets competitive, so HOPE prescribes grouping and comparison within cultural group. [/quote]
