They do not even need to open the door to social worker. HUD only requires 2 contacts from a social worker per month, 1 in person. There is not any effective addressing of the underlying mental illness and addiction that burned through social relationships so people ended up on street, or those that choose street party/tents/fent atmosphere over a 9-5. As I’m reading and learning about the theories behind these programs, I just want to clarify that I agree with the theory that people should not have to be “perfect” to be in the program, but instead I meant that we need to ramp up our “look the other way” reactions to drug use and our support for young families. [/quote] One way to address this is to limit the distribution of vouchers -- meaning have a cap on how many voucher holders can reside in any given building. This is done is mixed income housing where a certain percentage might be subsidized but it is capped to prevent creating "projects." This isn't happening with this program and so the voucher program is bringing instability and crime. Also, there is no real vetting re: crime, mental illness, etc. My theory is that the Connecticut Ave buildings now have capacity as the wharf, Navy Yard attracted younger residents. Landlords took the vouchers to help reduce excess capacity. It's lucrative in the short term for them. [/quote]
