It redefines and reclassifies crimes and that makes it challenging for all those unwilling to invest more time than the likes of the WaPo EdBo could muster to compare penalties for the same crime between the two codes. You may consider it politically fashionable to paint the rewrite as weakening criminal penalties, but to do so without understanding it is quite silly. And if you’re not silly, you would acknowledge that the time between now and the new code coming in to effect allows a lot of time for the Council to engage meaningfully on the more controversial aspects and amend where need be. There are some aspects of the new legislation I don’t like - such as the potential to place further strain on the courts as those charged with misdemeanors request jury trails - but I’d much rather that gets debated and voted on directly by the Council than by further delaying the implementation of what all informed observers agree was a very necessary and long overdue overhaul of the code.[/quote]
