I don’t understand the hyper narrow focus of some on this thread on the point that all this was beyond her jurisdiction.  Her jurisdiction is a less than a centimeter away from the Capitol.   The rioters are an overlapping problem that crossed jurisdictions.   If it was totally beyond MPD’s jurisdiction, none of the MOD could have been deployed to help at the Capitol, which of course they were.

Is your position that Bowser foresaw a large much more violent mob than before that might storm the Capitol or otherwise act violently and destructively - and she failed to warn the entities that she cooperated with about it?   That would be much worse.   Much more believable is that she too underestimated the threat, and was also not sufficiently prepared.

USCP is first in line for responsibility, but she is there too. [/quote]
