No, I'm not one of those people who believes everyone should play. That's what rec leagues are for. I think coaches should absolutely be given the freedom to play the players they feel best work in their offensive/defensive systems and style of play. I'm just suggesting some girls may be reconsidering their opions. They can go to a traditional powerhouse, work hard and hope they get to play. They'll get excellent training, be a part of team and maybe even share in conference or state championship games. That would be great experience. But, I also think some girls may opt to play at programs that aren't in the current top rankings, with the understanding that they'll likely get more playing time. The strong academics and increased recruiting at those schools certainly is also a factor.
Thing is, at least in the ISL AA, most of the Varsity teams have just enough strong lacrosse players (and usually also true for field hockey, soccer and basketball) to have a decent starting line up too. So even at those schools there isn't much field time for those who start on the bench. If you want a lot of playing time, and you aren't starter material at one of these schools, you either play JV or pick a school in the "A" division or a school not in the ISL at all.
