If you're certain that these "residency fraud" perps don't own or rent an in-boundary property, and didn't lottery in from OOB, why not report them to OSSE instead of bitching here?

Sorry to say, your definition of in-bounds is unlikely to correspond to OSSE's.  From what I can tell, DC really only cares if parents file DC income tax returns from an in-boundary address, pick up school-related correspondence there, and get their kids to school on time consistently.  No objections to the arrangement (and I live across the street from the IB school where we enroll our kids).[/quote]
