We aren't required to provide "hours" of service, so we often get pulled from our students that we serve to cover a class. Last year, I went three months without seeing groups between class coverage, test coverage (because you need a licensed teacher to proctor), etc. My school doesn't pull SPED because the compliance rules require specific hourly contacts with students. If they aren't getting services, the parents can and will escalate and the kid could get private school paid by the county. There's no mandate for ESOL like that and most ESOL parents don't know their rights anyway.[/quote]
