Sorry you are stressing about the animals.  Why don't you stay inside and come out when they are gone.  Nobody is going to enforce a law like that when the dog is off leash for 20 minutes.  You sound like an asshole to me.[/quote]

Not oblivious.  People speed all the time on the freeway.  Most people don't get caught, but it might annoy someone when the car rushes past them or weaves around them on the road.  This isn't much different.  It is part of life.  People break the law.  Live with it, or stay inside.[/quote]
