So the real estate market will know what the new zones will be (about three months later than the original timeline.) It just won't take effect until 2017-2018. I don't think the impact on real estate market should be high on the priority list when planning for capacity, but I don't think this delay makes much of a difference, since the zones will still be decided within the next few months.[/quote]
