I mean if he knew he was increasing capacity in the West End, why wouldn't he just say that up front? What other surprises will come up during the process? [/quote] It's budget season. They have to go through the budget process and actually approve the CIP capacity projects. Then there's the City budget process that goes up until May. The City Council could very well reject requested funding levels and not provide enough money to do any of this. So there could be many surprises.[/quote]
