YuYing has a lottery just like every other school. Anyone who is a resident of the city can enter. If your number is one of the first drawn, you can take an available spot. As for the camping out for a number, those folks are actually camping out to get a spot on the WAITING LIST. They are betting that lottery winners will give up their spot.
