One troubling aspect of the entire, tragic situation is how weak the Lebanese government is--Israel wants Lebanon to govern Lebanon and expel Hezbullah (aka Iran's proxy) but Lebanon simply cannot. Lebanon ordered Iran's ambassador in Beirut to leave and the ambassador laughed: https://www.pbs.org/newshour/world/iran-says-its-ambassador-wont-leave-beirut-despite-lebanon-ordering-his-expulsion
It is weak because Isreal makes sure it is weak.
Lebanon is pretty good at creating their own problems. It's a weak government with tons of corruption and a gazillion sectarian interests. With its Constitution dividing power among Sunni, Shi'a, and Maronite Christians, Lebanon will never have a strong central power that can counter an invasion from Israel. The Lebanese Army - such as it is - can't manage a traffic circle, much less urban fighting against Hezbollah or Israel. Technically, Lebanon has about 100 Soviet-era tanks and some Vietnam-era Huey helicopters. Who knows how many actually work. But basically, Lebanon has no capacity to defend itself from anything. A bunch of toddlers with squirt guns would be overwhelming for the Lebanese Army. Which is why Hezbollah, and years ago the PLO, are so powerful in Lebanon.
