If you are at one of the bottom half of the sub agencies you will see slackers. I’m in a top agency and it’s like night and day. I joined two bad agencies by accident (I was hired and didn’t know). The main thing I saw were long term feds who did nothing. They were hired a long time ago when you could just go downtown, take a test and get hired. And then they never left. Their managers just put up with them. [/quote]
