[/quote] Okay but how did my noncitizen relative get a ballot in the mail? She shouldn't have even been registered. I think I know the answer: at the time, Maryland was pushing for everyone to get a driver's license even if they werent citizens or residents. Since she would come for lengthy visits each year on a family visa, we got her a driver's license as encouraged by the state. That is the only way I can make sense of what happened. So let's say this guy did the same, got a driver's license and they registered him and even sent a ballot to his house. They say there's no record of him voting but that in Maryland he was registered. I suspect they were registering people like this without their knowledge. And my relative would have been so honored to receive a ballot she 100000% would have sent it in, not knowing it was illegal, if she had been at our house when it arrived. [/quote]
