I know for a fact that this is happening because the ballot came to my house and I held it in my hands. This happened in Maryland and we were registered democrats at the time.
That is why so many of us are against mail in ballots especially when they are sent out en mass and not requested.

This campaign encouraged Republicans to vote in large numbers—via early voting, mail-in ballots, or on Election Day—to create an overwhelming margin to counter alleged voter fraud. Trump emphasized this at rallies, pushing for high turnout to ensure a victory "too big to rig."
Why do MAGA keep forgetting this fact? Trump was against mail-in voting until he decided it might help him.

Okay but how did my noncitizen relative get a ballot in the mail? She shouldn't have even been registered.
I think I know the answer: at the time, Maryland was pushing for everyone to get a driver's license even if they werent citizens or residents. Since she would come for lengthy visits each year on a family visa, we got her a driver's license as encouraged by the state. That is the only way I can make sense of what happened.
So let's say this guy did the same, got a driver's license and they registered him and even sent a ballot to his house. They say there's no record of him voting but that in Maryland he was registered.
I suspect they were registering people like this without their knowledge. And my relative would have been so honored to receive a ballot she 100000% would have sent it in, not knowing it was illegal, if she had been at our house when it arrived.
