We just need to regulate all of them.[/quote] General dog/cat/whatever ownership license and permit, including passing a test that says you understand the basics of care and keeping of the animal(s), plus mandatory proof of insurance covering anything your pet may get up to (bites, destruction of property, etc.). Severe financial penalties for being out-of-compliance or violating animal control code/legal restrictions in your area. Funds used to pay animal control officers, upgrade and maintain shelters, and provide public education on pet ownership.
