Police CAN arrest them.[/quote] I believe MCPS can hold students accountable for bad behavior off campus with disciplinary measures at school, even if the incident occurred off-campus. They just choose not to. [/quote] No they can do that in very specific situation in which the behavior continues into school and disrupts the learning environment or it’s an off campus school sponsored item like a field trip. MCPS does not just have blanket discipline authority for off campus out of school time behavior. [/quote] Which policy is this spelled out in?[/quote]
