The police chief working for MCPS is not responsible for what happens off campus.  Parents are.  Arrest the kids fighting and charge them.  Charge the parents with neglect and failing to supervise their kids.  MCPS is only responsible for what happens on campus.[/quote]

I believe MCPS can hold students accountable for bad behavior off campus with disciplinary measures at school, even if the incident occurred off-campus. They just choose not to.

No they can do that in very specific situation in which the behavior continues into school and disrupts the learning environment or it’s an off campus school sponsored item like a field trip. MCPS does not just have blanket discipline authority for off campus out of school time behavior.  [/quote]
