I believe MCPS can hold students accountable for bad behavior off campus with disciplinary measures at school, even if the incident occurred off-campus. They just choose not to.
No they can do that in very specific situation in which the behavior continues into school and disrupts the learning environment or it’s an off campus school sponsored item like a field trip. MCPS does not just have blanket discipline authority for off campus out of school time behavior.

Do we know yet if it was spectators instigating or participating in Friday's "fight?" Could they have been non spectator students who were in the area if this was at the shopping plaza? Can anyone confirm? Few posters up thread have asked if this has been confirmed and where "fight" took place - school grounds during game, after game or off campus?
